Welcome to our One Piece Card Game Meta Tier List for OP12 - Legacy of the Master!
The first half of the OP12 format in the East is drawing to a close, and with it, we've seen a significant injection of competitive leaders emerge from the latest card set. While OP11-040-monkeydluffy undeniably continues its dominant streak as the overall best deck in the format, it's worth noting that a considerable number of major tournaments are now being claimed by Tier 2 contenders. Please keep in mind that Starter Decks are not yet legal in the East, meaning today's featured lists will not include any cards from those sets. With that in mind, let's dive into the current meta!
Tier Explanation
This tier list analyzes the top decks in the current metagame, based on tournament results, online ranked stats, and my expert evaluation. We've categorized archetypes into four tiers by relevance, from strongest to weakest within each tier. Winning decklists and top-performing ranked builds inform these rankings.
Tier 1: These are the meta's top contenders, consistently topping events and boasting the highest ranked win rates. For the best chance at consistent tournament success, these are your go-to decks.
Tier 2: These are strong decks capable of securing tournament wins and high ranks. While not as consistently dominant as Tier 1, success often hinges on strong piloting, matchup knowledge, and potentially a favorable meta or some luck for consistent top finishes.
Tier 3: These decks remain relevant in the meta and can achieve occasional wins, even against higher tiers. However, their overall consistency is lower, making significant tournament success less likely without specific advantages or innovative play.
Dark Horse: Decks in this tier show high win rates in their limited appearances, indicating strong potential. However, they lack significant play in tournaments or ranked, making their overall viability uncertain. Watch these for potential meta breakthroughs.
Tier 1
Blue Purple Monkey D. Luffy
Featured Decklist Placement: Champion 3v3 Taiwan CS
Overall Winrate (Ranked Sim): 58.3% in 900+ games

OP11-040-monkeydluffy undeniably maintains its iron grip on the Eastern OP12 meta, continuing its streak of domination in both competitive tournaments and on the ladder, a trend that is likely to persist for the foreseeable future. Successful builds of this powerhouse leader have smartly adapted to the emergence of new threats in OP12. These updated lists now consistently incorporate multiple copies of OP01-119-thunder-bagua as a crucial defensive tool, specifically to fend off the high-power attacks from new leaders like OP12-001-silvers-rayleigh and OP12-020-roronoa-zoro. Beyond this strategic counter inclusion, the core components of the deck remain largely consistent with previous formats.
Green Purple Monkey D. Luffy
Featured Decklist Placement: Champion 3v3 Taiwan CS
Overall Winrate (Ranked Sim): 59.4% in 250+ games
Favored Matchups: Blue Purple Luffy, Green Zoro, Blue Kuzan
Unfavored Matchups: Red Shanks, Green Jewelry Bonney
EB02-010-monkeydluffy firmly holds its position in the Tier 1 category alongside OP11-040-monkeydluffy, often regarded as the format's second-best deck. Its most significant upgrade in OP12 comes in the form of OP12-037-demon-aura-nine-sword-style-asura-blades-drawn-dead-mans-game, a powerful new event card. This addition allows the deck to swiftly conclude games against unprepared opponents. Statistical data even suggests that the inclusion of this single card has shifted the matchup, now favoring EB02-010-monkeydluffy against OP11-040-monkeydluffy. Beyond this impactful new event, the rest of the deck's composition remains largely standard.
Tier 2
Red Rayleigh
Featured Decklist Placement: Champion Philippines Grand Asia Open
Overall Winrate (Ranked Sim): 49.3% in 300+ games
Favored Matchups: Green Roronoa Zoro, Black Marshall D. Teach
Unfavored Matchups: Blue Purple Luffy, Green Jewelry Bonney
OP12-001-silvers-rayleigh marks the first appearance of the new OP12 leaders on this list! Despite its relatively low win rate on online ranked simulators, OP12-001-silvers-rayleigh has undeniably made a significant impact, securing multiple victories in major events across various regions. This leader appears to be the new vanguard of Red aggro strategies, leveraging its ability to rapidly swarm the board against slower, "greedy" decks. OP12-016-to-never-doubt-that-is-power serves as a crucial late-game finisher, enabling powerful pushes. This week's featured list, a winner of a Grand Asia Open, further optimizes this aggressive approach by including EB01-003-kid-killer as an additional rush unit, enhancing its closing potential.
Green Roronoa Zoro
Featured Decklist Placement: Champion Indonesia Grand Asia Open
Overall Winrate (Ranked Sim): 50.2% in 800+ games
Favored Matchups: Red Green Smoker, Black Marshall D. Teach, Red Shanks
Unfavored Matchups: Blue Purple Luffy, Green Jewelry Bonney, Red Rayleigh
OP12-020-roronoa-zoro was a highly anticipated OP12 leader, and he has certainly lived up to the community's excitement thus far. This iteration of OP12-020-roronoa-zoro introduces a groundbreaking "removal-esque" playstyle to Green, allowing the deck to effortlessly dispatch opposing characters while maintaining significant pressure on life. This dual threat of control and aggression makes it a unique and formidable presence in the meta.
This week's featured list for OP12-020-roronoa-zoro notably includes an unconventional single copy of OP06-118-roronoa-zoro, likely a tech choice specifically aimed at improving its matchup against Yellow Enel.
Red Yellow Belo Betty
Featured Decklist Placement: Top 8 Malaysia Grand Asia Open
Overall Winrate (Ranked Sim): 54.4% in 100+ games
Favored Matchups: Blue Purple Luffy, Green Purple Luffy, Blue Kuzan
Unfavored Matchups: Green Roronoa Zoro, Green Jewelry Bonney, Red Rayleigh
OP05-002-belo-betty has experienced a shift, moving out of its previous Tier 1 standing. While still a robust choice for the ranked ladder, the deck's overall effectiveness has somewhat diminished compared to the prior format. This is largely attributed to unfavorable matchups against two of the popular new OP12 leaders, OP12-020-roronoa-zoro and OP12-001-silvers-rayleigh.
However, OP05-002-belo-betty remains the premier option for players looking to hard-counter OP11-040-monkeydluffy and who prefer a straightforward, aggressively-focused strategy. A featured list that recently topped a Grand Asia Open notably included an unconventional single copy of OP07-015-monkeyddragon. This strategic "top-end" inclusion provides an additional burst of closing power, offering a crucial safeguard in scenarios where early aggression isn't quite enough to secure victory.
Black Marshall D. Teach
Featured Decklist Placement: Champion Shumai Cup
Overall Winrate (Ranked Sim): 46% in 250+ games
Favored Matchups: Green Jewelry Bonney, Blue Kuzan
Unfavored Matchups: Red Rayleigh, Green Purple Luffy
OP09-081-marshalldteach is another deck that has shown relatively subdued performance on the ranked ladder. This can largely be attributed to the learning curve pilots face in effectively navigating the challenging OP12-020-roronoa-zoro matchup. While this deck admittedly struggles against highly aggressive strategies, it maintains fairly even matchups against a majority of other archetypes in the current meta. Consequently, skilled pilots are still expected to find consistent success with it. The latest addition to Blackbeard builds is OP09-097-black-vortex, a crucial tech card specifically aimed at shoring up the problematic OP12-020-roronoa-zoro matchup.
Black Rob Lucci
Featured Decklist Placement: Champion 3v3 Taiwan CS
Overall Winrate (Ranked Sim): N/A
Favored Matchups: N/A
Unfavored Matchups: N/A
OP07-079-rob-lucci makes a surprising return to the meta discussion! This leader was on the verge of being relegated to the Tier 3 category, only to decisively win multiple major events this past weekend. This remarkable resurgence is a testament to the dedication of its pilots, who are clearly committed to making this leader a consistent threat.
Today's featured list for OP07-079-rob-lucci showcases innovative additions, notably incorporating OP12-090-belo-betty and ST19-005-monkeydgarp into the decklist. While there isn't yet sufficient data from the Eastern ranked ladder to definitively determine its rightful place, its recent tournament victories strongly indicate a minimum Tier 2 standing.
Green Jewelry Bonney
Featured Decklist Placement: Top 16 Tokyo Regional
Overall Winrate (Ranked Sim): 55.5% in 400+ games
Favored Matchups: Green Roronoa Zoro, Red Rayleigh, Blue Kuzan
Unfavored Matchups: Blue Purple Luffy, Black Marshall D. Teach
OP07-019-jewelry-bonney is currently demonstrating considerable success, achieving top placements across multiple regions. This resurgence is largely thanks to significant Green upgrades introduced in OP12, particularly the new OP12-118-jewelry-bonney and OP12-030-dracule-mihawk. These two additions have greatly strengthened the deck, providing more versatile options for establishing a wider board presence and ensuring consistent hand replenishment.
Beyond these now-standard inclusions, this week's featured list notably utilizes OP12-027-koushirou as a tech choice. This card is strategically played to protect key characters like EB01-012-cavendish from early removal cards, further solidifying the deck's board state.
Red Green Smoker
Featured Decklist Placement: Top 16 Tokyo Regional
Overall Winrate (Ranked Sim): 52.4% in 150+ games
Favored Matchups: Blue Purple Luffy, Black Marshall D. Teach
Unfavored Matchups: Green Roronoa Zoro, Red Rayleigh
OP10-001-smoker is another Green leader experiencing a significant rejuvenation with the addition of OP12-030-dracule-mihawk. This new character appears tailor-made to bolster Smoker's late-game defensive capabilities, offering crucial support as games progress.
While currently not widely played on the ranked ladder, OP10-001-smoker holds a notable advantage: a favored matchup against the format's top contender, OP11-040-monkeydluffy. This critical factor suggests that as players recognize its potential, Smoker could very well see a surge in popularity.
Red Shanks
Featured Decklist Placement: Champion Flagship Event
Overall Winrate (Ranked Sim): 48.9% in 150+ games
Favored Matchups: Green Jewelry Bonney, Red Rayleigh
Unfavored Matchups: Blue Purple Luffy, Green Roronoa Zoro
OP09-001-shanks is a leader that currently flies under the radar, with minimal representation observed on both the ranked ladder and in tournament play. Despite this low visibility, the deck appears to be significantly underrated. The recent addition of OP12-008-shanks from the latest set further enhances OP09-001-shanks's already robust defensive capabilities, making it even harder for aggressive strategies to overwhelm. However, it is crucial to acknowledge that this leader currently faces unfavorable matchups against prominent meta contenders such as OP11-040-monkeydluffy and OP12-020-roronoa-zoro.
Red Roronoa Zoro
Featured Decklist Placement: Champion Hokkaido Regional
Overall Winrate (Ranked Sim): N/A
Favored Matchups: N/A
Unfavored Matchups: N/A
OP01-001-roronoa-zoro is another strong contender that appears to be flying under the radar. While there isn't extensive statistical data on the ranked ladder to definitively determine its current meta placement, its recent victory at the Hokkaido Regional with a fairly standard Animal-based build solidifies its inclusion in this tier list. Many Red aggro players may have shifted their focus to the newer OP12-001-silvers-rayleigh, but OP01-001-roronoa-zoro should certainly not be underestimated.
Tier 3
Yellow Enel
Featured Decklist Placement: Champion Flagship Event
Overall Winrate (Ranked Sim): 46.2% in 100+ games
Favored Matchups: Red Roronoa Zoro, Red Rayleigh
Unfavored Matchups: Blue Purple Luffy, Green Jewelry Bonney, Green Purple Luffy
At the onset of OP12, OP05-098-enel initially gained some traction, largely attributed to its favored matchup against the new OP12-020-roronoa-zoro. Unfortunately, this early momentum did not translate into widespread significant results, primarily due to its less favorable matchups against most other prominent decks in the meta.
However, a recent victory at a Flagship event offers a glimmer of hope for the archetype. This winning OP05-098-enel list notably featured OP12-119-bartholomew-kuma, a potent new Yellow support unit designed for the mid-game.
Blue Kuzan
Featured Decklist Placement: Champion Flagship Event
Overall Winrate (Ranked Sim): 42.9% in 250+ games
Favored Matchups: Green Roronoa Zoro, Red Green Smoker
Unfavored Matchups: Blue Purple Luffy, Green Jewelry Bonney, Red Rayleigh
OP12-040-kuzan emerged as mono Blue's anticipated savior among the new OP12 leaders. Despite its considerable popularity on the ranked ladder, current statistics indicate that it is not yet a top-tier option in the OP12 meta. The deck struggles with unfavorable matchups against a majority of the format's dominant archetypes. It appears OP12-040-kuzan may require further Blue Navy support to truly unlock its full potential and shine consistently.
Nevertheless, for dedicated players who champion this leader, there is indeed cause for optimism: a OP12-040-kuzan list recently secured a victory at a Flagship event.
Dark Horse Tier
Purple Monkey D. Luffy
Featured Decklist Placement: Champion Flagship Event
Overall Winrate (Ranked Sim): N/A
Favored Matchups: N/A
Unfavored Matchups: N/A
OP05-060-monkeydluffy, which saw a notable reemergence in OP11 following the introduction of OP11-067-charlotte-katakuri, has since seen its presence diminish after the release of OP12. Despite its reduced visibility, this deck is still believed to hold competitive viability, positioning it firmly within the "Dark Horse" category for this meta review.
Proof of its enduring potential comes from a recent Flagship event win by an OP05-060-monkeydluffy list. This build, while largely composed of standard cards, featured a noteworthy inclusion of OP02-085-magellan-343. This strategic tech choice serves to effectively disrupt the DON!! ramp strategies commonly employed by other archetypes, providing a crucial advantage against slower leaders.
Blue Yellow Nami
Featured Decklist Placement: Top 16 Kyoto Regional
Overall Winrate (Ranked Sim): N/A
Favored Matchups: N/A
Unfavored Matchups: N/A
OP11-041-nami is another strong contender that often flies under the radar, with limited significant data available on the ranked ladder. Despite this, it has secured some impressive placements in recent tournaments.
The deck has benefited greatly from recent innovations, particularly the inclusion of ST22-005-kouzuki-oden as its primary offensive weapon. This week's featured list further enhances Nami's strategy by incorporating OP12-119-bartholomew-kuma. Kuma provides much-needed life gain and establishes a robust mid-game presence, crucial for sustaining Nami's unique playstyle and setting up its late-game win conditions.
Green Yellow Trafalgar D. Law
Featured Decklist Placement: Top 16 Taiwan CS
Overall Winrate (Ranked Sim): N/A
Favored Matchups: N/A
Unfavored Matchups: N/A
OP10-022-trafalgar-law consistently holds a spot in the "Dark Horse" category due to its perceived underrepresentation in the meta. Similar to some other promising archetypes, this leader currently lacks significant statistical presence on the ranked ladder, making definitive conclusions about its overall standing challenging.
However, OP10-022-trafalgar-law has received continuous support with each new set, suggesting a trajectory of increasing strength with future releases. This week's featured list for Law exemplifies this evolution, showcasing the strategic inclusion of the latest Slash searcher, OP12-034-perona, which helps consistency. Additionally, OP12-118-jewelry-bonney offers a powerful new option for both drawing cards and enhancing defensive capabilities. These recent additions are poised to make OP10-022-trafalgar-law an increasingly formidable force.
