The OP12-001-silvers-rayleigh strategy is all about speed. Capped at cards costing 4 or less, this deck exploits its leader's unique ability to turn a field of low-cost characters into high-powered threats, creating devastating attack waves out of nowhere.
Rayleigh has stormed the OP12 meta, consistently challenging top-tier threats like OP11-040-monkeydluffy and OP12-020-roronoa-zoro. Its game plan is simple but lethal: build a wide board, boost your attackers, and swing for the win. This relentless pressure makes it one of the most formidable decks to face.
Ready your Observation Haki—it's time to master the Dark King, OP12-001-silvers-rayleigh!
Deck Core
Every powerhouse Rayleigh build starts with the same foundation. These are the non-negotiable cards, the engine that drives your aggression and consistency.
Searchers
A critical component of the deck’s consistency, OP12-006-shakuyaku ensures to find key pieces such as OP12-015-monkeydluffy or essential Red events to fuel OP12-001-silvers-rayleigh’s ability.
Run 4 copies as recommended.
Don't underestimate the clown captain! OP03-008-buggy not only searches for crucial events but also transforms from a simple body into a 5000-power attacker with a single leader activation. His built-in protection from Slash attacks makes him a sticky threat, especially in the OP12-020-roronoa-zoro matchup.
Run 4 copies as recommended.
Rounding out the 1-cost searchers, OP01-016-nami-333 provides incredible flexibility. Her [On Play] ability fetches your all-important OP12-015-monkeydluffy and other Straw Hat Crew cards, giving you the power to find the right tool for the job, whether it's a specific character or a game-changing event.
Run 4 copies as recommended.
As the deck's only 2-cost searcher, OP12-014-boa-hancock is an absolute staple. Like OP03-008-buggy, she's a 3000-power body that becomes a 5000-power threat under OP12-001-silvers-rayleigh. But her true power lies in her explosive versatility. After searching for key pieces on play, her [Activate: Main] ability becomes a massive threat. By trashing her, you can suddenly inject 2 rested DON!! into your Leader or another character, turning a standard attack into a lethal one, especially when boosting an active OP12-015-monkeydluffy!
Run 4 copies as recommended.
The Monster Trio
Meet the heart of the deck and the very reason Rayleigh is a top-tier threat. OP12-015-monkeydluffy is your primary win condition. He starts as a solid 4000-power body that your leader easily boosts to a threatening 6000. Best of all, your army of searchers—OP12-006-shakuyaku, OP01-016-nami-333, and OP12-014-boa-hancock—can all grab him, ensuring he hits the board consistently.
His true strength, however, is his explosive [On Play] effect. By revealing two event cards from your hand (just like your leader), you get to cheat a 3000-power-or-less character from your hand directly onto the board for free! This ability to instantly widen your board is what allows the deck to swarm and overwhelm opponents. Playing multiple copies of OP12-015-monkeydluffy is often game winning against any matchup if unanswered.
But it doesn't stop there. OP12-015-monkeydluffy then lets you attach a rested DON!! to a character, perfectly fueling his own passive ability. Once there are 2 or more DON!! attached on your board, he gains another +2000 power. This buff lasts even on your opponent's turn, making him an easy unit to defend with counter cards.
Let’s do the math: That’s a base 6000-power threat that skyrockets to a colossal 8000 power with a boost from Rayleigh, making him the heaviest hitter in your entire arsenal.
This card is not optional. If you only have three copies, get a fourth. You need to see this card every single game to build your board and set up the kill.
Run 4 copies as recommended.
Among the Monster Trio are two versions of Sanji, each bringing a different flavor of aggression to the table.
First up is the 3-cost OP10-005-sanji, your effortless beatstick. During your turn, he powers up to 6000 for free. Add a Rayleigh boost, and he’s swinging for a massive 8000 power with zero extra investment! He’s a threat your opponent must answer, and if they manage to K.O. him, his effect lets you draw a card, replacing himself and keeping the pressure on. He a great card to have against KO-based removal decks such as Black Lucci and Black Teach; those decks will probably want to immediately remove OP10-005-sanji from the board, but even if they do, he replaced himself with a draw!
Run 4 copies as recommended.
Next is the 2-cost OP01-013-sanji, the deck's wild card. His [Activate: Main] ability is a high-stakes play: trade a card from your Life for a +2000 power boost. This risk turns him into a self-sufficient 5000-power attacker, or a 7000-power threat with Rayleigh's help. Push it further with DON!!, and he can hit for a staggering number. But his most crucial role might be on defense—he's the only character in the core deck with a 2000 counter, making him an invaluable card to have in hand when you need to survive. He particularly shines against decks that try to starve you by not attacking your leader; OP01-013-sanji counters this strategy by drawing your life cards to give you more options!
Run 4 copies as recommended.
Whether you need a self-powering bruiser or a flexible attacker who doubles as your best defensive tool, Sanji has you covered. These two cards are playable by OP12-015-monkeydluffy's effect, they can provide the raw power and utility needed to back up Luffy and secure the win.
A staple in Red aggro since the game began, OP01-025-roronoa-zoro is your surprise weapon. He's the card that lets you steal wins out of nowhere, and the mere threat of him can force your opponent into making safe, passive plays.
OP01-025-roronoa-zoro doesn’t benefit from OP12-001-silvers-rayleigh's ability, but he doesn't need to. His value comes from one word: [Rush]. He hits the board swinging, providing an immediate 5000-power threat. When you're ready to end the game, he's the perfect target to dump all your extra DON!! and power-boosting events onto, creating a massive and unexpected final attack.
While he's a powerhouse, his card count is flexible. Many builds run the full four copies for maximum aggression. However, some top players cut down to two due to him being a counterless card, choosing instead to pack more events that directly fuel OP12-001-silvers-rayleigh's ability. The choice is yours: the standalone threat of Zoro, or more synergy with your leader.
Run 2-4 copies based on personal preference.
Unleash Your Haki: The Event Package
Events are the lifeblood of the OP12-001-silvers-rayleigh. These 0-cost powerhouses are what you'll reveal to activate your Leader and Luffy, but they're far from just fuel. The core of your event lineup is the Haki trio—Observation, Armament, and Conqueror's—each perfectly designed to support the Dark King.
This is your consistency engine. After attaching an active DON!! to OP12-001-silvers-rayleigh, OP12-017-color-of-observation-haki lets you dig four cards deep into your deck to find a key piece. Grab a game-changing event or a heavy hitter like OP12-015-monkeydluffy, OP10-005-sanji, or OP01-025-roronoa-zoro to keep the pressure mounting.
Run 4 copies as recommended.
Simple, flexible, and effective. OP12-019-color-of-arms-haki attaches an active DON!! and then gives any character a +1000 power boost for the turn. While mostly used as a 2k counter, you can also use it to push a higher power attack when trying to go for lethal.
Run 2-4 copies based on preference.
This is your ultimate defensive trump card. While it's a standard 2000 counter, its true power is the board-wide debuff. By resting one DON!!, you give your opponent's Leader and all of their characters -1000 power for the turn. This can completely neutralize an opponent's attack wave, turning a lethal threat into a harmless splash. Played at the right moment, this card will save you the game. Keep in mind that you can use multiple copies on your defense turn, making this a key card for defending against wide boards.
Run 3-4 copies based on preference.
When you need to guarantee a kill, this is your go-to card. OP12-016-to-never-doubt-that-is-power is a 0-cost event with a 2000 counter, but its [Main] effect is devastating. It gives your OP12-001-silvers-rayleigh leader two active DON!! and makes them unblockable for the turn. Your gameplan revolves around working towards this win condition. Take your opponent to zero life as soon as possible, then use this to swing for the final points of damage against an opponent hiding behind a wall of blockers! If your opponent has 1 life card and if you have multiple copies of OP12-016-to-never-doubt-that-is-power, you can use them in consecutive turns to secure lethal. Most decks run two copies for that game-ending punch.
Run 2-4 copies based on preference.
The Power Plays: Straw Hat Events
While the Haki cards are your consistent engine, these Straw Hat events are your high-impact power plays. They are incredibly strong in the right situation, but running too many can clog your hand and disrupt your flow. Stick to the winning formula: run two copies of each to have the answer when you need it without sacrificing consistency.
This 2-cost event is your go-to for pushing lethal damage. Its [Main] effect grants a huge +3000 power boost, which increases to +4000 if your opponent has a character with 7000 or more power on board. It’s the perfect tool for pushing for lethal when combined with OP12-016-to-never-doubt-that-is-power. On defense, its [Trigger] can sometimes be impactful against go-wide aggro decks: K.O. an opponent's 5000-power-or-less character for free when it flips from your Life!
Mid game threats are stopping your gameplan? ST21-017-gum-gum-mole-pistol is the answer. This 4-cost event is your primary removal tool. Its [Main] effect reduces a character's power by -5000 for the turn, making them easy to run over. Better yet, if you have a 6000+ power attacker on board (like your powered-up OP12-015-monkeydluffy or Sanji), you also get to K.O. an opponent's 2000-power-or-less character (you can KO the character who's power you reduced)! This means that you can target and kill any 7000-power character, such as Green Purple Luffy's EB02-035-sanji-pudding, and Green Bonney's EB01-012-cavendish!
Remember, you can debuff a big target and K.O. a small one, giving you incredible flexibility. ON defense, hitting this card's [Trigger] and getting the full effect for free can be a massive tempo swing that can win you the game on the spot.
Toolbox & Tuning: Tech Cards
The core deck is a beast, but the meta is always shifting. This is where you customize your build to gain an edge. These tech cards can be swapped in to counter specific threats or to lean into your personal playstyle.
Most Popular
The strongest and most common tech choice for OP12-001-silvers-rayleighdecks that are looking for more game-ending threats. While he doesn't get the Rayleigh boost, this card's raw power more than makes up for it. Its [Rush] ability provides immediate pressure, and its [When Attacking] effect helps push for lethal damage in the late game.
Run 0-2 copies depending on personal preference.
Other Tech Options
OP12-009-jinbe is another decent card that can be used as an emergency rush unit; his main advantage over other Rush options is that he has a 1k counter, meaning you can simply discard him for counter if needed. His downside is that activating his Rush effect can be awkward sometimes, and he cannot be played from hand by OP12-015-monkeydluffy.
Run 0-2 copies depending on personal preference
A silver bullet for blocker-heavy matchups. This event is primarily a pricey removal spell that doubles as a 3000 counter. It’s a niche pick, but when it works, it can be a game-winner. This served as a key tech card in big tournaments in Asia, where it was used to deal with high-power blockers such as OP12-030-dracule-mihawk and OP11-067-charlotte-katakuri.
Run 0-2 copies depending on personal preference
The "all-in" early aggression package. Including these two lets you flood the board even faster, but at a cost. You trade mid-game power for a hyper-aggressive start. A gutsy choice for players who want to win fast.
Run 0-2 copies each depending on personal preference

Decklist Placement: Grand Asia Open Asia Finals Top 4
Here's a sample decklist that ended up being the standard OP12-001-silvers-rayleigh list by the end of the OP12 format in the east. This particular list ended up in Top 4 of the GAO Asia Finals in Thailand, where it survived among a sea of Blue Purple Luffys. The main tech options in this list are EB01-003-kid-killer for extra finishing power and OP06-018-gum-gum-king-kong-gatling for spot removal.
CONCLUSION
To wrap things up, OP12-001-silvers-rayleigh is a fast, aggressive, and rewarding choice for players who enjoy pushing the pace of the game while outmaneuvering opponents with smart sequencing and event card usage. By swarming the field with low-cost characters, leveraging searchers for consistency, and timing powerful Haki-themed events, you can keep constant pressure on your opponent from start to finish. While it lacks heavy late-game units, protecting your key characters like OP12-015-monkeydluffy along with both of your Sanjis, and using event cards wisely allows you to close games quickly and decisively.
Whether you’re a beginner picking up Rayleigh for the first time or a seasoned player refining your strategy, mastering this deck’s tempo and resource management will let you fully embrace the Dark King’s aggressive playstyle.
And with that, remember as Rayleigh says, “to never doubt, that is power”!
