- Tier 1: These are the meta's top contenders, consistently topping events and boasting the highest ranked win rates. For the best chance at consistent tournament success, these are your go-to decks.
- Tier 2: These are strong decks capable of securing tournament wins and high ranks. While not as consistently dominant as Tier 1, success often hinges on strong piloting, matchup knowledge, and potentially a favorable meta or some luck for consistent top finishes.
- Tier 3: These decks remain relevant in the meta and can achieve occasional wins, even against higher tiers. However, their overall consistency is lower, making significant tournament success less likely without specific advantages or innovative play.
- Dark Horse: Decks in this tier show high win rates in their limited appearances, indicating strong potential. However, they lack significant play in tournaments or ranked, making their overall viability uncertain. Watch these for potential meta breakthroughs.

Purple Enel

In combination with a powerful Leader effect that allows OP15-058-enel to consistently gain and recover DON!!, the deck is able to maintain strong tempo throughout the game.
Supported by powerful units such as his priests OP15-061-ohm, OP15-066-satori, and OP15-067-shura for consistency, along with the two 6-cost threats OP15-060-enel and OP15-118-enel as its primary heavy hitters, and backed by Event cards like OP15-078-mamaragan and OP15-077-lightning-dragon, this deck continues to dominate the OP15 format.

Her flexible and generic Leader effect allows her to maintain strong performance through a wide range of deckbuilding options. This adaptability enables her to incorporate various support packages, with this particular list utilizing {Thriller Bark} cards such as OP14-111-perona and OP14-104-gecko-moria, which integrate seamlessly into her overall strategy.

Although Mihawk remains a powerful Leader that excels at applying high-powered attacks back to back, his unfavorable matchups against newer Leaders such as OP15-058-enel, OP15-002-lucy, and OP15-098-monkeydluffy, along with having few to no new support cards from the OP15 expansion, position him as a solid option rather than a dominant one compared to his former reputation.
If you were a player who disliked mirror matches and avoided playing Mihawk during previous formats due to his Tier 1 presence, now may be the right time to pick him up.
Red Blue Lucy

OP15-098-monkeydluffy excels at protecting {Sky Island} Characters, allowing you to maintain consistent pressure throughout the game.
If you enjoy a midrange approach that focuses on protecting your units, contesting the board, and eventually overwhelming opponents with powerful Characters like OP15-119-monkeydluffy and OP15-114-wyper, OP15-098-monkeydluffy is an excellent choice. These challenging matchups ultimately impact its placement on the tier list, as its overall power ceiling sits just below the very top decks in the format.
Black Crocodile

OP14-079-crocodile introduces a unique approach to board control by warping core game mechanics through his passive effect, which prevents your opponent’s Characters from being removed by your own effects. While this is a notable drawback, it is balanced by Crocodile’s powerful [Activate Main][Once Per Turn] effect that reduces an opponent’s Character by 10 cost, effectively turning most Characters into 0-cost targets.
With support from {Baroque Works} cards and the addition of OP15-092-monkeydluffy as a powerful win condition, this unconventional combination of Leader effects forms a strong and cohesive game plan centered on trashing your own Characters and repeatedly replaying them through synergistic [On K.O] effects.
Blue Yellow Boa

Slowing down from its dominant performance in the OP14 and EB03–04 formats, this Leader initially benefited from the addition of powerful new support cards, allowing it to dominate the early stages of the OP15 format. However, due to the overall power level of Yellow decks, the inevitable emergency bans restricted key interactions involving EB04-058-borsalino and OP07-115-i-re-quasar-helllp, which were major reasons why the Pirate Empress OP14-041-boa-hancock was able to maintain a Tier 1 position early in the OP15 meta.
Despite these nerfs, her aggressive, combo-oriented playstyle, combined with strong hand recovery and explosive attack turns fueled by her core cards, still allows the deck to overwhelm opponents and secure victories with consistency.

Yellow Kalgara

OP08-098-kalgara uses his Life resources to apply constant pressure on the field, enabling aggressive plays that force opponents into a defensive position. Through Kalgara’s effect, you can cheat out a {Shandian Warrior} type Character with a cost equal to the total number of DON!! on your field.
With the arrival of new support cards from the OP15 expansion, such as OP15-101-kalgara as a searcher, and OP15-119-monkeydluffy alongside OP15-114-wyper as additional powerful units to summon, the deck gains even more consistency and explosive potential.
Black Imu

The most drastic change in ranking and an answered prayer for many, OP13-079-imu has finally encountered its first major bump in its dominance. With few to no additions to its arsenal, OP13-079-imu now faces genuinely difficult matchups, particularly against new OP15 Leaders such as OP15-058-enel, OP15-002-lucy, and OP15-098-monkeydluffy. It also struggles against decks it once dominated, including OP13-002-portgasdace, OP14-041-boa-hancock, and OP14-020-dracule-mihawk.
However, despite these setbacks, OP13-079-imu still maintains a cohesive and consistent core cards, supported by a flexible playstyle. With the right additions from future sets, even just one or two impactful cards could be enough to bring Imu back to its former throne.
Red Green Luffy

An underrated Leader, OP13-001-monkeydluffy has finally caught up to its OP13 peers thanks to a number of valuable new tools added to its card pool, such as EB04-002-jewelry-bonney and EB04-007-roronoa-zoro. These additions provide the deck with much-needed consistency and explosive potential to complement its defensive kit.
If you’re looking to test whether this Leader fits your playstyle, this particular list leans more toward aggressive units to balance the innate resiliency provided by its Leader effect. With a strong lineup of low- to mid-cost Characters, the deck can efficiently swarm the board and punch above its tier when built and piloted correctly.
Tier 3
Red Purple Roger

The most viable coinflip deck in the current format, OP13-003-goldroger held a “competitively fun” role in OP14. With the addition of EB04-007-roronoa-zoro and more favorable midrange matchups, it has once again climbed to a respectable ranking in the OP15 format. Roger’s game plan revolves around ramping quickly and deploying powerful boss units ahead of curve, creating explosive turns that can immediately overwhelm the opponent.
While the deck is undeniably powerful and capable of snowballing wins against many top-tier strategies when it hits a perfect curve, its overall consistency falls short compared to the more stable contenders in the meta.
Black Yellow Moria

If you like a zombie-like board and being annoying against your opponent, OP14-080-gecko-moria is a strong Leader to consider, thanks to solid {Thriller Bark Pirates} synergy and new OP15 support like OP15-084-dr-hogback and OP15-113-roronoa-zoro.
This deck builds pressure through strong [On K.O] effects. Moria can sacrifice one Character to give himself and your board +1000 power, making it easy to snowball. While his [When Attacking] effect also lets you regain 1 Life by trashing 3 cards, adding longevity while fueling trash-based plays.
Purple Doffy

One of the Leaders that demands sharp game sense and precise resource management, making it a true test of player skill, is OP14-060-donquixote-doflamingo. Although its standard build is composed of powerful units and Event cards, the lack of new support from the OP15 expansion due to its rigid deckbuilding condition has contributed to its decline in ranking, causing its greatest strength to ultimately become a limitation. However, if you still believe that you can take this deck to new heights, you are more than welcome to prove everyone wrong.
Green Black Brook

OP15-022-brook features a game mechanic that twists the common rules of the OPTCG. Instead of immediately losing once your deck is empty, Brook’s effect allows you to continue playing until the end of your turn, giving you a chance to execute a final lethal and potentially win the game before you would otherwise lose. This powerful effect provides a built-in safety net that encourages you to aggressively trash cards through OP15-022-brook’s Leader effect and support cards such as OP15-085-tony-tonychopper and OP15-088-pirates-docking-six.

OP15-001-krieg is the most defensive Leader in the OP15 format, featuring a board-wide debuff of -1000 power to all of your opponent’s Characters during your opponent’s turn, provided you have attached 1 DON!! to OP15-001-krieg and control only {East Blue} units on the field. In addition, it possesses an effect that can dismantle the opponent’s board by resting a Character with 2 or more DON!! attached.
Although the deck still lacks a standardized build and has limited matchup data, if you enjoy a reactive playstyle focused on dismantling your opponent’s board, you can try this Flagship EX Event-proven list by Yunika.
Blue Rebecca

OP15-039-rebecca is another Leader that cannot attack directly, but instead has an effect that summons 3-cost or less {Dressrosa} units to flood the board. A key example is her father, OP15-042-kyros, a 3-cost 5000 [Rush] attacker with an [On K.O] effect that allows you to recover him from the trash. This means OP15-039-rebecca can potentially summon up to four copies of OP15-042-kyros in a single turn.
