One Piece Card Game OP14 Tier List

One Piece Card Game Meta Tier List – Best Decks (East OP14)

The OP14 format has shaped into a highly competitive battlefield, where several powerful Leaders are fighting for dominance in the meta. Established powerhouses from OP13, such as OP13-079-imu and OP13-002-portgasdace, continue to perform at the highest level, while newly released OP14 Leaders like OP14-041-boa-hancock and OP14-020-dracule-mihawk are emerging as serious threats, looking to dethrone them and claim the top spot. At the same time, previously dominant Leaders like OP11-040-monkeydluffy have risen back into relevance, while other new Leaders are still climbing toward tier 1 status.

If you’re searching for the strongest and most viable decks to play, refine, and master, this meta report is designed for you. Whether your goal is to pilot a proven top-tier deck and excel in mirror matches, or to take a calculated risk with a dark horse deck that can catch opponents off guard through precise piloting, you’ll find the insights you need here.

Study the data, learn the matchups, and stay prepared before the next set drops. Success in this evolving meta requires more than just a strong deck—it demands preparation, adaptability, and the confidence to evolve alongside the format. Before diving into the meta itself, let’s first break down the criteria used to build this tier list and explain how each deck earned its placement.

This tier list analyzes the top decks in the current metagame, based on tournament results, online ranked stats, and my expert evaluation. We've categorized archetypes into four tiers by relevance, from strongest to weakest within each tier. Winning decklists and top-performing ranked builds inform these rankings.

Tier 1: These are the meta's top contenders, consistently topping events and boasting the highest ranked win rates. For the best chance at consistent tournament success, these are your go-to decks.

Tier 2: These are strong decks capable of securing tournament wins and high ranks. While not as consistently dominant as Tier 1, success often hinges on strong piloting, matchup knowledge, and potentially a favorable meta or some luck for consistent top finishes.

Tier 3: These decks remain relevant in the meta and can achieve occasional wins, even against higher tiers. However, their overall consistency is lower, making significant tournament success less likely without specific advantages or innovative play.

Dark Horse: Decks in this tier show high win rates in their limited appearances, indicating strong potential. However, they lack significant play in tournaments or ranked, making their overall viability uncertain. Watch these for potential meta breakthroughs.

Black Imu

Featured Decklist Placement:  ShopEvent(9-0); Placement: 1st Place - Micchi_op(64) (Nanamaru)

Favored Matchups: All Matchups are Favored if You Win the Dice Roll.

Unfavored Matchups: OP14-020-dracule-mihawk, OP14-041-boa-hancock OP14-080-gecko-moria

OP13-079-imu remains one of the strongest decks in the current format. Thanks to the Five Elders’ immunity to effect-based removal, many control and removal-heavy strategies are effectively shut down from the start. The deck’s primary weakness comes down to the dice roll; however, starting second or on an even turn provides a significant advantage. This allows OP13-099-the-empty-throne to enter play immediately and activate with 4 DON!! available, setting a powerful early-game tempo.

The deck’s core win condition centers on repeatedly chaining OP13-082-five-elders, summoning up to five units that collectively provide a Searcher, 2 [Blocker], [Removal], and [Rush]. Each of these units reaches 7000 power for just 4 DON!!, made possible by The Empty Throne. This efficient setup creates overwhelming board pressure that most decks struggle to answer.

This undefeated list, piloted by Nanamaru, follows the standard build with a few key adjustments for the current meta. The inclusion of a single 2-cost Saint Charlos adds a cheap [Blocker] to better contest board-centric matchups, while the newly released OP14-096-ground-death helps disrupt opposing mid-cost plays. Together, these tech choices allow Imu to stabilize the board, safely set up another Five Elders in the late game, and close out matches through sheer board dominance.

---------------

Green Dracule Mihawk

Featured Decklist Placement:  ShopEvent(9-0); Placement: 1st Place - PepeCup (Okachan)

Favored Matchups: OP13-079-imu, OP11-040-monkeydluffy, OP13-002-portgasdace

Unfavored Matchups: OP14-041-boa-hancock, OP14-060-donquixote-doflamingo, OP14-040-jinbe

One of the best—if not the best—newly released Leaders in the OP14 format, OP14-020-dracule-mihawk boasts an exceptional combination of powerful Leader effects and highly synergistic support cards. Mihawk decks perform extremely well in the current meta, standing toe-to-toe with fellow OP14 standout OP14-041-boa-hancock while posing a serious threat to OP13 powerhouses such as OP13-079-imu and OP13-002-portgasdace and their tier 1 status.

This particular build by Okachan is widely considered the standard version of the deck, featuring strong core pieces like OP14-039-coffin-boat for early-game consistency and OP14-033-perona for mid-game stabilization. The list closes games efficiently with finishers such as OP14-027-shanks and OP14-119-dracule-mihawk.

Combined with Mihawk’s aggressive DON!! reactivation Leader effect and his passive ability to gain +1000 power against <Slash> attribute Leaders, this package can completely shut down opposing gameplans. A clear example of Mihawk’s meta-defining presence is the decline of OP12-020-roronoa-zoro, a former tier 1 deck that struggles heavily against this matchup.

---------------

Blue Yellow Boa Hancock

Featured Decklist Placement:  AreaQualifier(13-0); Placement: 1st Place - BandaiOsaka(1215) (SOLO)

Favored Matchups: OP13-079-imu, OP14-020-dracule-mihawk, OP13-002-portgasdace

Unfavored Matchups: OP11-041-nami, OP07-019-jewelry-bonney

Considered the most explosive Leader of the OP14 format, OP14-041-boa-hancock has become one of the most avoided decks alongside OP13-079-imu, largely due to its overwhelming attack pressure and exceptional hand recovery. The deck dominates most top-tier matchups and only struggles against hard counters such as OP11-041-nami and OP07-019-jewelry-bonney. Since these counters see relatively low tournament representation, Boa Hancock maintains a strong and favorable matchup spread across the meta.

This undefeated 13–0 Area Qualifier list, piloted by SOLO, leans on a core of powerful OP14-041-boa-hancock support cards. OP14-113-marguerite provides consistent searching, while OP14-105-gorgon-sisters boosts the entire board and enables the Leader’s effect. OP14-112-boa-hancock serves as a reliable closer to seal games. The list also features smart tech options like OP07-046-sengoku for added consistency when searching {Seven Warlords of the Sea} units, a typing shared by many Boa cards, while also enabling access to utility options such as OP12-119-bartholomew-kuma and OP12-051-hina.

---------------

Red Blue Portgas D. Ace

Featured Decklist Placement: AreaQualifier(12-1); Placement: 1st Place - BandaiTokyo(1188) (RINA)

Favored Matchups: OP14-060-donquixote-doflamingo, OP14-040-jinbe, OP14-080-gecko-moria

Unfavored Matchups: OP13-079-imu, OP14-020-dracule-mihawk, OP14-041-boa-hancock

OP13-002-portgasdace is still consider as one of the reliable decks in the OP14 meta thanks to its straightforward gameplan and natural resiliency. While Ace performs well against a wide range of decks, it is slightly unfavored against top contenders such as OP13-079-imu, OP14-020-dracule-mihawk, and OP14-041-boa-hancock. These tougher matchups ultimately affect its placement on the tier list, as its overall power ceiling falls just below the very top decks in the format.

The showcased list piloted by RINA leans heavily into flexibility, running multiple two-of cards to form a toolbox-style build that provides tailored answers for different board states. For instance, EB02-006-yamato applies consistent pressure, while OP08-043-edwardnewgate effectively punishes decks that prefer to go wide. Both inclusions help stabilize the Imu matchup, while OP06-047-charlotte-pudding shines in mirror matches, where OP13-002-portgasdace typically maintains a strong hand size.

---------------

Purple Doflamingo

Featured Decklist Placement: FS EX(7-0); Placement: 1st Place - BandaiMaxsoft(144) (Ah Kai)

Favored Matchups: OP14-020-dracule-mihawk, OP11-040-monkeydluffy

Unfavored Matchups: OP13-079-imu, OP13-002-portgasdace, OP14-041-boa-hancock

One of the newly released Leaders from the OP14 lineup, OP14-060-donquixote-doflamingo demands sharp game sense and precise resource management, making it a true test of player skill. This deck can go toe-to-toe with OP13 top-tier threats such as OP13-079-imu and OP13-002-portgasdace, while also holding its ground against other powerful OP14 Leaders like OP14-041-boa-hancock and OP14-020-dracule-mihawk. Its ability to compete across the meta proves that this is a solid Leader to pick up if you want to refine your overall game sense and decision-making.

This particular build by Ah Kai went undefeated at 7–0 to win a 144-player Bandai Maxsoft event, a feat made possible by OP14-060-donquixote-doflamingo’s cohesive support package. Cards like OP14-063-sugar and OP14-074-monet help stabilize the midgame and smoothly transition into powerful finishers such as OP10-071-donquixote-doflamingo and OP14-069-donquixote-doflamingo, two of the most versatile closers available to purple decks. If you enjoy a deck with a high skill ceiling and rewarding lines of play, this build is well worth considering.

-------------

Blue Purple Monkey D. Luffy

Featured Decklist Placement: AreaQualifier; Placement: 1st Place - BandaiTokyo(1185) (Amami)

Favored Matchups: OP13-002-portgasdace, OP14-079-crocodile, OP14-080-gecko-moria

Unfavored Matchups: OP13-079-imu, OP14-020-dracule-mihawk, OP14-041-boa-hancock

Once the best deck in the pre-ban OP12 format, OP11-040-monkeydluffy has made a strong comeback and secured its place after enduring a series of heavy nerfs. Thanks to P-107-goldroger, the deck received the boost it needed to regain viability in the OP13 meta and firmly establish itself among the top-tier contenders in the OP14 format.

If you’re interested in trying the deck, take a look at this list—a championship-winning build from a Bandai Tokyo regional tournament. It runs 4x P-107-goldroger, allowing OP11-040-monkeydluffy to scale from 6000 to 8000 power, making it significantly more resilient and far more threatening in both pressure and closing potential.

-------------

Green Jewelry Bonney

Featured Decklist Placement: ShopEvent(7-1); Placement: 1st Place - SodaCup (Yamashi)

Favored Matchups: OP13-002-portgasdace, OP14-020-dracule-mihawk, OP14-041-boa-hancock

Unfavored Matchups: OP13-079-imu, OP14-060-donquixote-doflamingo, OP14-040-jinbe

OP07-019-jewelry-bonney is a strong choice for players looking to counter OP13-002-portgasdace, OP14-020-dracule-mihawk, and OP14-041-boa-hancock. When built correctly, Bonney’s blocker-heavy playstyle and strong defensive tools line up well against these heavy-attacker decks. However, she struggles significantly against OP13-079-imu, as Bonney naturally has difficulty dealing with black decks.

For players who prefer not to run a tier 1 deck and instead aim for slow, steady wins across the format, this standard OP07-019-jewelry-bonney list remains a reliable and competitive option. The build adds OP14-033-perona to improve board presence and recovery, while boss units like OP04-031-donquixote-doflamingo help lock down key matchups against OP13-002-portgasdace and OP14-020-dracule-mihawk.

-------------

Blue Yellow Nami

Featured Decklist Placement: ShopEvent(9-1); Placement: 1st Place - ShumaiCup(80) (Mammoth)

Favored Matchups: OP14-041-boa-hancock, OP14-080-gecko-moria, OP14-040-jinbe

Unfavored Matchups: OP14-020-dracule-mihawk, OP13-079-imu, OP11-040-monkeydluffy

One of the few decks that directly counters OP14-041-boa-hancock and other go-wide aggressive strategies is OP11-041-nami. This is a solid deck that excels at contesting the board while consistently maintaining a healthy hand size.

This showcased 9-1 championship-winning list, piloted by Mammoth, leans into the slower, sustain-oriented side of BY Nami decks. Cards like OP06-104-kikunojo and EB03-055-nico-robin apply steady pressure while providing the life recovery needed to exhaust opposing decks over time. To close out games, the list relies on OP10-112-eustasscaptainkid as a dependable finisher, exponentially widening the resource gap in both Life cards and hand options.

-------------

Blue Jinbe

Featured Decklist Placement: LimitedLeader(3v3); Placement: 1st Place - onepiece_utage(39) (Taka)

Favored Matchups: OP14-020-dracule-mihawk, OP11-040-monkeydluffy

Unfavored Matchups: OP13-079-imu, OP14-041-boa-hancock

The most aggressive deck among the OP14 leaders, OP14-040-jinbe features an intricate set of offensive lines while maintaining a level of draw power rarely seen in other aggressive decks. Its ability to apply constant pressure without running out of resources makes it especially threatening in fast-paced matchups.

This standard list, piloted by Taka, won a 3v3 tournament and showcases how strong the deck’s core synergy already is. With its streamlined game plan and explosive tempo, the deck requires minimal tech adjustments. If you’re looking for swift victories by overwhelming your opponent with relentless threats, this is the deck for you.

-------------

Red Black Sabo

Featured Decklist Placement: SB; Placement: 1st Place - overseas_event (Zukkiyo)

Favored Matchups: OP14-020-dracule-mihawk, OP11-040-monkeydluffy

Unfavored Matchups: OP13-079-imu, OP14-041-boa-hancock

OP13-004-sabo remains a strong example of a tier 2 deck in the OP14 meta. It has a balanced spread of favorable and unfavorable matchups, but with the right build and proper lines of play, OP13-004-sabo can still go toe-to-toe with tier 1 decks. Its solid, flexible playstyle allows it to adapt well across different matchups and game states.

This particular list by Zukkiyo, which placed 1st in an overseas tournament, features synergistic tech choices such as P-105-sabo and EB03-042-koala to improve the deck’s overall consistency, alongside OP09-118-goldroger to punish blocker-heavy decks. If you’re a fan of Sabo, this is definitely a list worth trying.

-------------

Black Yellow Gecko Moria

Featured Decklist Placement: FS(5-0); Placement: 1st Place - Cardshop (Tomi)

Favored Matchups: OP14-020-dracule-mihawk, OP13-079-imu

Unfavored Matchups: OP14-041-boa-hancock, OP13-002-portgasdace

Another go-wide–centric deck that may feel unintuitive at first glance is built around OP14-080-gecko-moria. Thanks to the strong synergy provided by his {Thriller Bark Pirates} support cards, this gameplan becomes a legitimate threat by generating both value and tempo through powerful [On K.O] effects. Moria can sacrifice 1 Character to gain +1000 power for himself and all of your Characters, allowing the deck to snowball board presence efficiently.

Additionally, his [When Attacking] effect lets you regain 1 Life card by trashing 3 cards from your hand, giving the deck unexpected longevity while maintaining offensive pressure and enabling its trash-based effects. If you’re looking for a deck that can consistently regenerate while maintaining an annoying, ever-present board — giving off a true zombie-horde feel — then this undefeated list by Tomi is definitely worth trying.

---------------

Black Crocodile

Featured Decklist Placement: LimitedLeader(3v3); Placement: 1st Place - onepiece_utage(39) (RYU)

Favored Matchups: OP14-020-dracule-mihawk, OP14-060-donquixote-doflamingo, OP14-040-jinbe

Unfavored Matchups: OP13-079-imu, OP14-041-boa-hancock

OP14-079-crocodile introduces a unique approach to board control by warping core game mechanics through his passive effect, which prevents your opponent’s Characters from being removed by your own effects. While this is a significant downside, it is balanced by Crocodile’s powerful [Activate Main][Once Per Turn] effect that reduces an opponent’s Character by -10 cost, effectively turning most Characters into 0-cost targets.

With the support of {Baroque Works} cards, this unconventional combination of Leader effects forms a strong and cohesive gameplan centered on trashing Characters and repeatedly replaying them through synergistic [On K.O] effects. The result is a combo-control deck that generates value through recursion and tempo manipulation, making Crocodile one of the most quirky and enjoyable decks to explore for players who favor intricate, non-linear strategies. If this playstyle appeals to you, this winning 3v3 tournament list piloted by RYU is well worth trying to test both your deck compatibility and overall playstyle.

----------

Green Roronoa Zoro

Featured Decklist Placement: 5v5(6-1); Placement: 1st Place - SaikyoCup (kiichimichael)

Favored Matchups: OP13-002-portgasdace, OP14-041-boa-hancock, OP11-040-monkeydluffy

Unfavored Matchups: OP13-079-imu, OP14-020-dracule-mihawk

Formerly a tier 1 deck, OP12-020-roronoa-zoro has been pushed down significantly in the OP14 meta. Newly released cards and Leaders introduce multiple forms of counterplay against Zoro’s straightforward and predictable gameplan—most notably his direct counter, OP14-020-dracule-mihawk. While Zoro feels noticeably weaker in the current format, the deck remains playable in the right hands.

This particular list by Kiichimichael posted a strong 6 wins and 1 loss record in a 5v5 tournament, sticking close to the standard build while featuring a valuable tech choice in OP13-028-shanks. This inclusion helps secure the OP13-002-portgasdace matchup by providing a powerful boss unit that can contest board presence, all while allowing OP12-020-roronoa-zoro to maintain 10 DON!! for consistent damage pressure.

---------------

Green Purple Monkey D. Luffy

Featured Decklist Placement:  FS(5-0); Placement: 1st Place - Cardbox (Koutarou)

Favored Matchups: OP13-079-imu, OP14-020-dracule-mihawk

Unfavored Matchups: OP13-002-portgasdace, OP14-041-boa-hancock

EB02-010-monkeydluffy remains in the dark horse tier despite receiving several new tools such as P-111-nico-robin and OP14-031-nami. While these additions improve the deck’s options, it still struggles to consistently break into the ranks of more reliable top-performing decks in the current format. That said, if you still believe in the deck’s potential, you can take inspiration from this winning list piloted by Koutarou, which showcases how the deck can succeed with precise play and the right build.

----------

Red Trafalgar Law

Featured Decklist Placement: SB(4-0); Placement: 1st Place - Cardshop (Nisawa)

Favored Matchups: N/A

Unfavored Matchups: N/A

The only OP14 Leader that truly drew the short end of the stick is OP14-001-trafalgar-law. In the current format, his deck has been pushed into a pure rush-down strategy that excels at applying early- to mid-game pressure, then committing to an all-in late-game push that often feels like a “pray for lethal” playstyle. While this approach can still steal games, the deck struggles to keep up with the consistency and resilience of other top contenders in the meta. That said, if you’re interested in testing the deck’s limits, here’s an undefeated winning list piloted by Nisawa at a casual tournament that’s worth trying out.
