Welcome to our One Piece Card Game Meta Tier List for OP12 - Legacy of the Master!

The Western format for OP12 is launching into a completely different environment compared to what players in the East experienced. This is thanks to the recent ban list that will be active from August 30 onwards. With the most powerful tools for Blue/Purple Luffy now restricted from being played alongside him, the meta has blown wide open with a diverse range of competitive options.

Unlike the East's pre-ban format, which was largely defined and dominated by a single deck, the West's OP12 meta promises to be a wide-open field. Players can choose from numerous Tier 1 and Tier 2 decks and find genuine competitive success. Let's dive in!

Tier Explanation

This tier list analyzes the top decks in the current metagame, based on tournament results, online ranked stats, and my expert evaluation. We've categorized archetypes into four tiers by relevance, from strongest to weakest within each tier. Winning decklists and top-performing ranked builds inform these rankings.

Tier 1: These are the meta's top contenders, consistently topping events and boasting the highest ranked win rates. For the best chance at consistent tournament success, these are your go-to decks.

Tier 2: These are strong decks capable of securing tournament wins and high ranks. While not as consistently dominant as Tier 1, success often hinges on strong piloting, matchup knowledge, and potentially a favorable meta or some luck for consistent top finishes.

Tier 3: These decks remain relevant in the meta and can achieve occasional wins, even against higher tiers. However, their overall consistency is lower, making significant tournament success less likely without specific advantages or innovative play.

Dark Horse: Decks in this tier show high win rates in their limited appearances, indicating strong potential. However, they lack significant play in tournaments or ranked, making their overall viability uncertain. Watch these for potential meta breakthroughs.

Blue Purple Luffy

Featured Decklist Winrate: 74.2% in 62 games

Unfavored Matchups: Green Zoro, Red Rayleigh, Green Purple Luffy

Despite losing its strongest tools, OP11-067-charlotte-katakuri and OP08-069-charlotte-linlin, to the ban list, OP11-040-monkeydluffy remains a top-tier contender, a fact supported by its high win rates in ranked play.

The post-ban build adapts by using OP11-118-monkeydluffy and OP01-070-dracule-mihawk as its new boss monsters. This change forces a strategic pivot from the deck's former defensive nature to a more aggressive playstyle. To compensate for the loss of healing, many builds now include OP10-072-donquixote-rosinante. He serves as a crucial mid-game unit that helps ensure DON!! is available for defending against attacks.

However, the bans have left their mark. Unlike its pre-ban predecessor, this version of Luffy has clear, unfavorable matchups, particularly against the meta's most popular aggressive decks.

Green Jewelry Bonney

My favorite deck, OP07-019-jewelry-bonney, can finally claim its Tier 1 status in the post-ban meta! With its worst matchup, Blue/Purple Luffy, taking a hit from the ban list and declining in popularity, Bonney is in an excellent position. The deck thrives by holding favorable matchups against several other top contenders, including Green Zoro, Red Rayleigh, and Green/Purple Luffy.

As a Green Bonney main, the featured decklist is my personal recommendation. It is built to be a strong all-arounder, designed for the wide and unpredictable meta we expect in OP12.

Green Roronoa Zoro

Featured Decklist Winrate: 61.5% in 65 games

Overall Winrate (Ranked Sim): 50.6% in 7200+ games

Favored Matchups: Red Shanks, Blue Purple Luffy, Green Purple Luffy

Unfavored Matchups: Red Rayleigh, Green Bonney, Blue Kuzan

Unsurprisingly, OP12-020-roronoa-zoro is the format's most popular leader. It manages to maintain a solid win rate, which is particularly impressive given how frequently it appears in ranked matches.

The featured list, one of the most successful builds currently, includes OP03-030-nami as a key tech choice. She serves as an additional searcher for cards with the East Blue trait, increasing the deck's consistency by finding important pieces like OP12-031-tashigi, OP12-027-koushirou, and OP12-026-kuina.

Red Silvers Rayleigh

Featured Decklist Winrate: 61% in 77 games

Overall Winrate (Ranked Sim): 52% in 5800+ games

Favored Matchups: Green Zoro, Blue Purple Luffy, Green Purple Luffy

Unfavored Matchups: Green Bonney, Blue Yellow Nami, Yellow Enel

OP12-001-silvers-rayleigh has quickly established itself as the format's premier aggressive deck. It boasts a formidable matchup spread against most other top-tier decks, with Green Bonney being its only significant counter in that bracket.

Currently, the most successful lists in the West are nearly identical to the build that became standard toward the end of the East's OP12 format. This powerful deck core is rounded out by defining tech cards such as EB01-003-kid-killer, OP06-018-gum-gum-king-kong-gatling, and OP10-019-divine-departure.

Green Purple Monkey D. Luffy

Featured Decklist Winrate: 62.3% in 53 games

Overall Winrate (Ranked Sim): 52.4% in 4200+ games

Favored Matchups: Blue Purple Luffy, Black Teach

Unfavored Matchups: Green Zoro, Red Rayleigh, Red Shanks, Green Bonney

Don't count this leader out—EB02-010-monkeydluffy is still alive and kicking! While the deck's raw consistency gives it Tier 1 potential, its numerous unfavored matchups against other top decks hold it back. For that reason, I'm placing it at the top of Tier 2 for now.

To combat these difficult matchups, the most popular builds are including specific tech cards. These feature OP02-089-judgment-of-hell to counter Green Zoro and OP12-038-two-sword-style-rashomon as an answer for Red Rayleigh.

Red Shanks

Featured Decklist Winrate: 68.9% in 61 games

Overall Winrate (Ranked Sim): 48.4% in 5500+ games

Favored Matchups: Green Bonney, Green Purple Luffy, Blue Kuzan

Unfavored Matchups: Green Zoro, Blue Purple Luffy, Black Teach

With Blue/Purple Luffy's popularity on the decline, OP09-001-shanks is making a powerful return to the meta.

Don't be misled by the deck's modest overall win rate; optimized builds are performing exceptionally well, as shown by our featured list's nearly 70% win rate. This successful version adopts a fairly standard shell but significantly boosts its power by incorporating new tools from OP12 and the recent Shanks Starter Deck: OP12-008-shanks and ST13-001-uta.

Black Marshall D. Teach

Featured Decklist Winrate: 57.2% in 170+ games

Overall Winrate (Ranked Sim): 50.9% in 3300+ games

Favored Matchups: Red Shanks, Green Bonney, Blue Kuzan

Unfavored Matchups: Green Zoro, Red Rayleigh, Blue Purple Luffy, Green Purple Luffy

Despite having its fair share of difficult matchups in Tier 1, OP09-081-marshalldteach remains a viable choice. The leader's ability continues to pose a significant problem for any deck that relies heavily on characters with "On Play" effects.

The featured decklist includes specific tech choices to navigate the meta. It utilizes OP09-097-black-vortex as a direct counter to the format's most popular deck, Green Zoro. Interestingly, the list also incorporates ST27-002-catarina-devon, a new 2000-power counter from the ST27.

Blue Yellow Nami

Featured Decklist Winrate: 67.3% in 55 games

Overall Winrate (Ranked Sim): 52.7% in 1700+ games

Favored Matchups: Red Rayleigh, Green Purple Luffy, Black Teach

Unfavored Matchups: Green Zoro, Green Bonney, Blue Purple Luffy

OP11-041-nami carves out a niche in the meta as a powerful counter-pick, boasting very favorable matchups against top decks like Red Rayleigh and Green/Purple Luffy. This makes it an excellent choice for tournaments where those leaders are expected to be popular.

The featured list, which has achieved an impressive win rate approaching 70% in ranked play, owes its success to a strong character lineup. It centers its late-game strategy around OP10-112-eustasscaptainkid's life-burn effect. This is supported by a robust mid-game package that provides board presence, removal, and healing, featuring key cards like OP10-046-kyros, OP12-119-bartholomew-kuma, and OP07-051-boa-hancock.

Yellow Enel

Featured Decklist Winrate: 65.3% in 75 games

Overall Winrate (Ranked Sim): 51% in 1400+ games

Favored Matchups: Green Zoro, Red Rayleigh

Unfavored Matchups: Red Shanks, Green Bonney, Blue Purple Luffy, Green Purple Luffy

OP05-098-enel serves a specific and powerful role in the meta as a hard counter to two of the most popular aggressive decks: Green Zoro and Red Rayleigh.

The deck's matchup spread is highly polarized. While it excels against its target decks, this specialization comes at the trade-off of having several unfavored matchups against the rest of the competitive field. The featured list makes the most of the new set by incorporating powerful new Yellow cards from OP12, including OP12-107-donquixote-doflamingo, OP12-100-sabo, and OP12-119-bartholomew-kuma.

Black Rob Lucci

Featured Decklist Winrate: 55.4% in 65 games

Overall Winrate (Ranked Sim): 48.2% in 1000+ games

Favored Matchups: Red Rayleigh, Green Bonney, Green Purple Luffy

Unfavored Matchups: Green Zoro, Blue Purple Luffy, Black Teach

Despite its negative overall win rate, I'm not dismissing OP07-079-rob-lucci. In the hands of a skilled pilot, I believe this deck can excel in an aggressive meta.

Lucci's performance is defined by highly polarized matchups that result in decisive wins or losses with little middle ground. The deck's poor overall statistics are likely a direct result of its difficult matchup against Green Zoro, the single most popular leader in the format.

The most common build is surprisingly lean, relying solely on OP08-084-jack as its main top-end threat and focusing on a suite of low-cost removal. To improve the critical Green Zoro matchup, it also includes OP09-097-black-vortex as a primary tech choice.

Blue Kuzan

Much like its counterpart in the Eastern meta, OP12-040-kuzan is struggling to find its footing in the West.

According to the data, the deck's only significant advantage is a favored matchup against the popular Green Zoro. Beyond that, it suffers from unfavorable matchups against most other top-tier decks, which severely limits its competitive viability. Even the most optimized builds, like the featured list, are only achieving a modest 52.5% win rate, reflecting the leader's difficult position in the current meta.

Yellow Eustass Kid

Featured Decklist Winrate: 50.9% in 55 games

Overall Winrate (Ranked Sim): 47.4% in 1300+ games

Favored Matchups: Green Zoro, Red Rayleigh

Unfavored Matchups: Red Shanks, Green Bonney, Blue Purple Luffy, Green Purple Luffy

OP10-099-eustasscaptainkid occupies a similar space in the meta as OP05-098-enel, as both are designed to counter top aggressive decks like Green Zoro and Red Rayleigh.

However, the comparison highlights Kid's current weaknesses. While its matchups against Zoro and Rayleigh are favorable, they are not as dominant as Enel's. Furthermore, Kid struggles more significantly against the rest of the competitive field, resulting in a worse overall matchup spread. For now, Yellow players aiming to counter the aggressive meta will likely find more success with Enel.

Blue Black Sakazuki

The unbanning of OP05-041-sakazuki was a major point of both excitement and fear in the community leading up to OP12. So far, however, the leader's return has been underwhelming.

Sakazuki has posted a sub-50% win rate across the board, and even its most successful builds are struggling to break even. This poor performance raises a key question: has the optimal build simply not been discovered yet, or has the once-dominant leader been power-crept by the modern card pool?

Blue Purple Sanji

Featured Decklist Winrate: 61.7% in 60 games

Overall Winrate (Ranked Sim): 48.1% in 1600+ games

Favored Matchups: Red Shanks, Black Teach

Unfavored Matchups: Green Zoro, Green Bonney, Blue Purple Luffy, Red Purple Luffy

On paper, this leader struggles with unfavorable matchups against most of the top meta decks. However, despite a poor overall win rate, some specific builds are beginning to show significant promise. The featured list, for example, boasts a respectable 61.7% win rate over a solid sample size of 60 games.

It remains to be seen if this success can be replicated more broadly, but Sanji is definitely a leader to watch as the meta develops.

Green Yellow Yamato

OP06-022-yamato is emerging as a potential powerhouse in the new meta.

Despite being significantly underplayed, the leader boasts an impressive 61.7% win rate in ranked play, albeit with a relatively small sample size. This high performance is backed by a strong matchup spread against many of the format's top-tier decks, including Green Zoro, Red Shanks, and Blue/Purple Luffy.

The featured list includes OP08-036-electrical-luna, a tech choice likely intended to improve the deck's odds in the aggressive Zoro and Rayleigh matchups.

Red Green Smoker

Featured Decklist Winrate: 55.8% in 52 games

Overall Winrate (Ranked Sim): 48.5% in 800+ games

Favored Matchups: Green Zoro, Green Purple Luffy, Black Teach

Unfavored Matchups: Red Rayleigh, Red Shanks, Green Bonney, Blue Purple Luffy

OP10-001-smoker presents a mixed but promising profile in the OP12 meta. The leader can claim favorable matchups against several key decks, including Green Zoro, Green/Purple Luffy, and Black Teach.

However, this strength is balanced by a number of difficult matchups against other top-tier contenders, contributing to its sub-50% overall win rate. Despite this, there are clear reasons for optimism. The featured list is already posting a respectable 55.8% win rate, suggesting the deck has untapped potential. A major factor in its favor is its ability to effectively utilize one of OP12's most powerful new Green cards, OP12-030-dracule-mihawk.

Yellow Kalgara

The final entry in our tier list is OP08-098-kalgara.

This aggressive Yellow leader currently sits in a balanced position within the meta, characterized by mostly even matchups across the board. This is reflected in its overall win rate, which hovers right around the 50% mark.

As the meta evolves and the deck is further optimized, Kalgara has the potential to break through this equilibrium and establish a stronger foothold. For now, it remains a solid choice.
