One Piece Card Game Meta Tier List – Best Decks (West OP13)

Introduction

The OP13 environment has developed into a highly competitive meta, with OP13-079-imu, OP13-002-portgasdace, and OP12-020-roronoa-zoro emerging as the primary pillars shaping the current One Piece TCG metagame. For players seeking the most competitive and well-rounded deck options—whether to refine their lists, improve consistency, or prepare for tournament play—this meta analysis provides a clear and structured reference. It covers both established top-tier choices and strategically demanding decks that can outperform the field in the hands of a skilled pilot.

Use this guide to understand trends, evaluate matchups, and prepare effectively for upcoming events or format shifts. Success in a competitive environment requires more than a strong deck; it demands knowledge, adaptability, and deliberate practice. Before moving into the tier breakdown itself, we’ll first outline the criteria used to evaluate each deck’s placement and overall performance in the OP13 meta.

This tier list analyzes the top decks in the current metagame, based on tournament results, online ranked stats, and my expert evaluation. We've categorized archetypes into four tiers by relevance, from strongest to weakest within each tier. Winning decklists and top-performing ranked builds inform these rankings.

Tier 1: These are the meta's top contenders, consistently topping events and boasting the highest ranked win rates. For the best chance at consistent tournament success, these are your go-to decks.

Tier 2: These are strong decks capable of securing tournament wins and high ranks. While not as consistently dominant as Tier 1, success often hinges on strong piloting, matchup knowledge, and potentially a favorable meta or some luck for consistent top finishes.

Tier 3: These decks remain relevant in the meta and can achieve occasional wins, even against higher tiers. However, their overall consistency is lower, making significant tournament success less likely without specific advantages or innovative play.

Dark Horse: Decks in this tier show high win rates in their limited appearances, indicating strong potential. However, they lack significant play in tournaments or ranked, making their overall viability uncertain. Watch these for potential meta breakthroughs.

Black Imu

OP13-079-imu stands as the strongest deck of the format, reshaping deckbuilding entirely. The Five Elders’ immunity to effect removal shuts down most control and removal-focused strategies. Its only real drawback is the dice roll — you don’t always get to choose going second. But whenever you do secure the second turn, OP13-099-the-empty-throne comes online instantly with 4 available DON!!, letting you snowball the game from the start and run over most opponents with ease.

Its win condition is simple but oppressive: chain OP13-082-five-elders to summon five units that provide a Searcher, 2 [Blocker], [Removal], and [Rush], all hitting 7000 power for just 4 DON!!. The deck can repeat this sequence turn after turn, creating nonstop pressure that very few strategies can keep up with.

Featured West OP13 Imu Decklist:

This Champion’s decklist from the Regional tournament in France, piloted by Thomas Biero, makes excellent use of cheap blocker like OP13-087-saint-charlos to thrive in a board-centric meta. These low-cost defensive pieces give OP13-079-imu the breathing room needed to set up additional OP13-082-five-elders and secure overwhelming board control.

The list also includes strong hand counters such as OP05-082-shirahoshi and OP11-097-after-all-these-years-im-losing-my-edge, providing valuable utility that supports the deck’s core gameplan: filling the trash pile and turning it into a long-term advantage. Both cards can punish opponents in specific situations: OP05-082-shirahoshi forces them to discard one of their hand cards, while also being a pseudo-blocker that they'll need to take out, while OP11-097-after-all-these-years-im-losing-my-edge punishes 5k attacks to your leader, since you get a "free" guard when using this for counter.

Favored Matchups: All Matchups are Favored if You Win the Dice Roll.

Unfavored Matchups: OP13-002-portgasdace, OP13-003-goldroger

---------------

Red Blue Portgas D. Ace

OP13-002-portgasdace is the most popular deck in the OP13 meta thanks to its straightforward playstyle, explosive damage output, and natural resiliency. It consistently performs well into a wide range of matchups and remains one of the most reliable choices for both new and experienced players.

The deck also has a particularly strong matchup against OP13-079-imu, provided you win the dice roll and secure the even turn, where its early pressure and efficient swings can snowball quickly. With the right sequencing, Portgas D. Ace can force opponents into unfavorable trades and maintain control of the tempo throughout the game.

Featured West OP13 RB Ace Decklist:

The showcased list leans into the deck’s flexibility, running several two-of cards to create a toolbox-style build that offers tailored answers for different situations. It includes OP01-029-radical-beam and ST15-004-thatch for extra hand counters, while relying on OP08-040-atmos and OP02-004-edwardnewgate-511 for consistent and reliable board control. This approach contrasts with the more explosive lines that feature EB02-006-yamato and OP08-043-edwardnewgate—a style more commonly seen in East OP13 RB Ace decklists.

Favored Matchups: OP13-079-imu, OP13-003-goldroger

Unfavored Matchups: OP12-020-roronoa-zoro, OP07-019-jewelry-bonney

---------------

Green Roronoa Zoro

Among the tier 1 options, the most beginner-friendly pick is OP12-020-roronoa-zoro, a long-standing powerhouse from OP12. It stays firmly in the top rankings thanks to its clear, efficient game plan and strong performance into the current meta leaders — OP13-079-imu and OP13-002-portgasdace. The Imu matchup is generally even, but Zoro enjoys a slight advantage over Ace, giving it one of the most stable matchup spreads at competitive levels. Even though its strategies are easy to read, Zoro remains the premier “skill-check” deck, consistently punishing opponents who aren’t fully prepared.

Featured West OP13 Green Zoro Decklist:

This particular list secured 2nd place at a major tournament, sticking to a standard build but incorporating a key tech choice in OP13-028-shanks. This inclusion strengthens the OP13-002-portgasdace matchup by giving the deck a powerful boss unit that can actively contest the board. Despite this added threat, OP12-020-roronoa-zoro still maintains access to 10 DON!!, allowing it to keep applying consistent damage pressure throughout the game.

Favored Matchups: OP13-002-portgasdace, OP13-003-goldroger, OP11-040-monkeydluffy

Unfavored Matchups: OP07-019-jewelry-bonney

---------------

Green Jewelry Bonney

OP07-019-jewelry-bonney is an excellent choice for players aiming to challenge OP13-002-portgasdace and OP12-020-roronoa-zoro. With the right build, Bonney’s blocker-focused strategy and strong defensive options line up extremely well into both matchups. However, its biggest hurdle remains OP13-079-imu, as Bonney traditionally struggles against black decks and their overall gameplan.

Featured West OP13 Green Bonney Decklist:

If you prefer to stay outside the tier 1 spotlight and avoid constant mirror matches, this standard OP07-019-jewelry-bonney list offers a reliable and competitive alternative. It leverages powerful boss units like ST24-004-law-bepo and ST16-004-shanks, while using OP06-118-roronoa-zoro as its late-game win condition to secure the OP13-002-portgasdace and OP13-079-imu matchups. The result is a stable, well-rounded deck that remains effective even outside tier 1 play.

Favored Matchups: OP13-002-portgasdace, OP12-020-roronoa-zoro, OP13-003-goldroger

Unfavored Matchups: OP13-079-imu, OP11-040-monkeydluffy

-------------

Red Purple Gol D. Roger

If you’re looking to play boss units ahead of curve, OP13-003-goldroger is one of the best decks to try in the OP13 meta. Its straightforward ramp-centered game plan pairs naturally with a strong matchup into OP13-079-imu, giving it solid tournament representation and consistently stable results. When this deck hits its curve, it snowballs quickly and can overwhelm opponents before they have time to stabilize.

Featured West OP13 RP Roger Decklist:

This particular list, which secured 1st Place in a Store Tournament, follows a standard build while incorporating strong tech options. It runs extra hand counters such as OP01-013-sanji, which also doubles as a solid value and tempo play, and includes OP05-073-miss-doublefinger-zala for additional ramp utility when needed. The deck also uses OP02-004-edwardnewgate-511 as an alternative boss unit.

However, we believe that adding P-107-goldroger as an additional boss unit can provide greater consistency and staying power. If you're interested in exploring this approach further, check out this East OP13 decklist.

Favored Matchups: OP13-079-imu, OP11-040-monkeydluffy

Unfavored Matchups: OP13-002-portgasdace, OP12-020-roronoa-zoro, OP13-004-sabo

-------

Blue Purple Monkey D. Luffy

Once considered the strongest deck in the pre-ban OP12 environment, OP11-040-monkeydluffy is finally reclaiming its footing after enduring multiple heavy nerfs. The release of P-107-goldroger has given the deck a much-needed power spike, restoring both its explosiveness and late-game presence. With this new support piece, Luffy can once again keep pace with the top contenders of the OP13 meta, making it a legitimate option for players who want a fast, aggressive deck with real competitive upside.

Featured West OP13 UP Luffy Decklist:

This decklist by Eijunchn won an entire regional tournament hosted by Bandai. By running 4x P-107-goldroger alongside 2x ST05-011-douglas-bullet, the deck can swing games against OP13-079-imu while still maintaining strong advantages in favorable matchups like OP13-002-portgasdace.

Favored Matchups: OP13-002-portgasdace, OP07-019-jewelry-bonney

Unfavored Matchups: OP12-020-roronoa-zoro, OP13-004-sabo

--------

Red Black Sabo

OP13-004-sabo stands as the definition of a solid tier 2 deck in the OP13 meta. It’s strong enough to beat most of the field, yet it consistently struggles against the top three threats — OP13-079-imu, OP13-002-portgasdace, and OP12-020-roronoa-zoro.

Even so, a well-tuned build paired with disciplined piloting allows OP13-004-sabo to challenge these tier 1 decks more than people expect. Its flexible, adaptable game plan gives it the tools to navigate a wide range of matchups, making it a dependable choice for players who value versatility and counterplay over raw meta dominance.

Featured West OP13 RB Sabo Decklist:

This list by Rodas went undefeated, teching OP09-097-black-vortex to help handle the OP12-020-roronoa-zoro matchup and OP09-118-goldroger to punish blocker-heavy decks like OP13-079-imu and OP07-019-jewelry-bonney. If you’re a Sabo player, this build is absolutely worth testing.

Favored Matchups: OP13-003-goldroger, OP11-040-monkeydluffy

Unfavored Matchups: OP13-079-imu, OP12-020-roronoa-zoro

--------

Purple Monkey D. Luffy

The oldest leader in this lineup, OP05-060-monkeydluffy, continues to hold its ground as a strong contender in the OP13 meta. Its greatest strength lies in shutting down decks that rely on ramping to 9 or more DON!! — including OP11-040-monkeydluffy, OP13-003-goldroger, and especially OP13-079-imu. This is largely thanks to OP02-085-magellan, a standout meta tech that gives the deck a decisive edge in these matchups.

Featured West OP13 Purple Luffy Decklist:

The showcased list for this new and refined OP05-060-monkeydluffy build blends both old and new cards to create a consistent, meta-ready strategy. Tech pieces like PRB02-012-nami serve as the deck’s primary searcher, while OP09-065-sanji and OP13-066-silvers-rayleigh provide strong answers into blocker-heavy strategies such as OP07-019-jewelry-bonney and OP13-079-imu. To secure the late game, the deck relies on OP09-119-monkeydluffy as one of its most dependable finishers, helping close out games once it establishes board control.

Favored Matchups: OP13-079-imu, OP11-040-monkeydluffy, OP13-003-goldroger

Unfavored Matchups: OP13-002-portgasdace, OP12-020-roronoa-zoro

-----

Red Silvers Rayleigh

A fan-favorite that unexpectedly rose from tier 3 in the East to tier 2 in the West, this deck’s aggressive yet calculated go-wide playstyle continues to resonate with Western players. Its strong presence in high-level events is backed by favorable matchups into both OP12-020-roronoa-zoro and OP13-079-imu, making its climb in the West a genuinely impressive achievement.

Featured West OP13 Red Rayleigh Decklist:

So if you are a Rayleigh fan, this featured Straw Hat–focused list placed in the Top 32, piloted by Tetra at the Edinburgh Regional event with 1024 players. It delivered strong results and showed that the West player base has found a reliable way to secure wins against the highly popular OP13-079-imu deck often seen in major tournaments.

Favored Matchups: OP12-020-roronoa-zoro, OP13-079-imu

Unfavored Matchups: OP13-004-sabo, OP13-002-portgasdace

---------------

Green Purple Lim

Another Leader with a dedicated and passionate player base, OP09-022-lim remains one of the most interesting and rewarding decks to master. With the right build and proper piloting, this deck can secure wins with surprising consistency. It ramps efficiently and can deploy boss units earlier than most opponents, giving it powerful tempo advantages in the OP13 meta.

Featured West OP13 GP Lim Decklist:

While OP09-022-lim can struggle against many top decks because of its unconventional lines of play, it remains a powerful choice in the hands of a skilled pilot. The showcased list by Smellypigs — which went 8-0 in a community tournament — highlights how strong the deck can be with the right tech. It uses OP02-085-magellan-343 to improve the matchup against OP11-040-monkeydluffy, OP13-003-goldroger, and especially OP13-079-imu, while OP12-037-demon-aura-nine-sword-style-asura-blades-drawn-dead-mans-game and OP02-089-judgment-of-hell provides crucial support against decks that go wide or swing multiple times with a single unit, such as OP12-020-roronoa-zoro.

Favored Matchups: OP13-004-sabo, OP11-040-monkeydluffy

Unfavored Matchups: Almost all other Decks in this Tier List

------

Green Blue Roronoa Zoro & Sanji

The only starter deck leader on this list, ST12-001-roronoa-zoro-sanji earns its place thanks to strong matchups against OP13-079-imu and OP12-020-roronoa-zoro. However, its steep skill ceiling makes it difficult to pilot consistently, since it can still lose to many decks in the meta such as OP13-002-portgasdace and OP07-019-jewelry-bonney, including unexpected or off-meta lists.

Featured West OP13 BP Zoro & Sanji Decklist:

If you want to give it a try, this list by Benjamin Bayer is a great starting point. It earned a TOP 32 finish in a Regional Tournament with 1,024 players, showcasing the deck’s natural strength when paired with smart tech choices and strong piloting. Performances like this highlight how powerful the core strategy can be in the hands of a player who understands its lines and optimizes every turn.

Favored Matchups: OP13-079-imu, OP12-020-roronoa-zoro, OP11-040-monkeydluffy

Unfavored Matchups: OP13-002-portgasdace, OP07-019-jewelry-bonney

------

Yellow Jewelry Bonney

OP13-100-jewelry-bonney stands out as the most aggressive leader in the OP13 format. Its game plan revolves around constant pressure, fueled by the overwhelming board presence created through OP13-110-stussy and the consistent burn damage from OP13-108-jewelry-bonney. This combination allows Bonney to apply nonstop offensive momentum and punish opponents who fall behind early.

Featured West OP13 Yellow Bonney Decklist:

However, despite its explosive potential, the deck still has a difficult time dealing with the tier 1 leaders of the meta, which limits its overall consistency in high-level competitive play. If you are interested in trying it out, take a look at this showcased list by Zero who won a tournament with a 5-0 record using a standard build.

Favored Matchups: N/A

Unfavored Matchups: OP13-079-imu, OP13-002-portgasdace, OP12-020-roronoa-zoro

---------------

Black Marshall D. Teach

OP09-081-marshalldteach has felt the impact of OP13-079-imu in the current meta, forcing the archetype to shift away from its old removal-heavy approach. In the OP13 environment, the deck has adapted into a more board-focused strategy, prioritizing durable, high-power units that can maintain pressure and contest the field effectively.

Featured West OP13 Black Teach Decklist:

While it still struggles against OP13-079-imu, this build can hold its own against both OP13-002-portgasdace and OP12-020-roronoa-zoro in terms of sheer power. Workins’ version includes OP09-097-black-vortex and OP09-098-black-hole to slightly tilt the Zoro matchup in its favor. Overall, this OP09-081-marshalldteach list is an excellent choice if you prefer a board-centric playstyle.

Favored Matchups: OP11-040-monkeydluffy, OP13-003-goldroger, OP07-019-jewelry-bonney

Unfavored Matchups: OP13-079-imu, OP13-002-portgasdace

----------

Red Green Monkey D. Luffy

As a defensive leader, OP13-001-monkeydluffy has access to an impressive variety of support cards, giving it a promising foundation as the meta continues to evolve. Still, because the leader hasn’t seen consistent tournament play and no definitive standard list has emerged, its overall matchup spread remains uncertain. Until more refined builds surface and players begin testing it at higher levels, it’s difficult to pinpoint which top-tier decks it can reliably counter or struggle against.

Featured West OP13 RG Luffy Decklist:

If you’re interested in testing the leader, this build from Raphou is a great starting point. It managed an impressive 7-2 record and secured a Top 32 finish in a 512-player event, which is no small feat. Looking ahead, future releases like P-111-nico-robin could significantly elevate the deck’s viability, as the card naturally complements the overall playstyle of OP13-001-monkeydluffy.
