One Piece Card Game Meta Tier List – Best Decks (East OP13)

Introduction

The OP13 meta has evolved into a fierce battleground, with OP13-079-imu, OP13-002-portgasdace, and OP12-020-roronoa-zoro forming a dominant trifecta that defines the current state of the One Piece TCG. If you’re searching for the strongest or viable decks to play, refine, and master, this meta report is for you. Whether you aim to pilot a top-tier deck and dominate mirror matches or prefer a dark horse deck capable of catching opponents off guard with precise piloting, you’ll find all the insights you need here.

Study the data, learn the matchups, and stay ready before the next set drops. To be the best, you need more than a strong deck, you need preparation, adaptability, and the confidence to evolve with every meta. Before diving into the meta itself, let’s go over the criteria used to build this tier list and understand how each deck earned its placement.

This tier list analyzes the top decks in the current metagame, based on tournament results, online ranked stats, and my expert evaluation. We've categorized archetypes into four tiers by relevance, from strongest to weakest within each tier. Winning decklists and top-performing ranked builds inform these rankings.

Tier 1: These are the meta's top contenders, consistently topping events and boasting the highest ranked win rates. For the best chance at consistent tournament success, these are your go-to decks.

Tier 2: These are strong decks capable of securing tournament wins and high ranks. While not as consistently dominant as Tier 1, success often hinges on strong piloting, matchup knowledge, and potentially a favorable meta or some luck for consistent top finishes.

Tier 3: These decks remain relevant in the meta and can achieve occasional wins, even against higher tiers. However, their overall consistency is lower, making significant tournament success less likely without specific advantages or innovative play.

Dark Horse: Decks in this tier show high win rates in their limited appearances, indicating strong potential. However, they lack significant play in tournaments or ranked, making their overall viability uncertain. Watch these for potential meta breakthroughs.

Black Imu

Featured Decklist Placement:  BCF(13-0); Placement: 1st Place - BCF25 Manila (Junjun)

Favored Matchups: All Matchups are Favored if You Win the Dice Roll.

Unfavored Matchups: OP13-002-portgasdace, OP13-003-goldroger

OP13-079-imu is without a doubt the best deck in the current format, redefining deckbuilding across the board. With the Five Elders’ immunity to effect removal, most control or removal-heavy decks are instantly invalidated. Its only real weakness lies in the dice roll — but starting second or on an even turn gives you an immediate edge, as OP13-099-the-empty-throne enters play at the start and activates right away with 4 DON!! available, setting the tempo early.

The deck’s main win condition revolves around chaining OP13-082-five-elders, summoning 5 units that grant you a Searcher, 2 [Blocker], [Removal], and [Rush] — each reaching 7000 power for just 4 DON!!, made possible by The Empty Throne, a setup that most decks struggle to handle. This undefeated Bandai Card Fest Manila list piloted by Junjun uses cheap blockers like 1-cost Vivi and 2-cost Saint Charlos to thrive in a removal-light meta, allowing Imu to safely set up another Five Elders and close out games with overwhelming board control.

---------------

Red Blue Portgas D. Ace

Featured Decklist Placement: 3v3(10-1); Placement: 1st Place - Bandai OPFest (Satsuki)

Favored Matchups: OP13-079-imu, OP13-003-goldroger

Unfavored Matchups: OP12-020-roronoa-zoro, OP07-019-jewelry-bonney

OP13-002-portgasdace is the most popular deck in the OP13 meta thanks to its straightforward playstyle and natural resiliency. It performs well against many decks, especially OP13-079-imu, as long as you win the dice roll (even turn).

The showcased list leans into the deck’s flexibility, running several two-of cards to create a toolbox-style build that provides specific answers for different situations. For example, EB02-006-yamato offers consistent pressure, while OP08-043-edwardnewgate punishes decks that like to go wide. Both cards help secure the Imu matchup, while OP06-047-charlotte-pudding excels in mirror matches since OP13-002-portgasdace usually maintains a healthy hand size.

---------------

Green Roronoa Zoro

Featured Decklist Placement: 3FS(12-0); Placement: 1st Place(Thrice) - Ogre Surabaya (Ricco K)

Favored Matchups: OP13-002-portgasdace, OP13-003-goldroger, OP11-040-monkeydluffy

Unfavored Matchups: OP07-019-jewelry-bonney

The easiest deck to learn among the tier 1 lineup is OP12-020-roronoa-zoro, a powerhouse staple from the OP12 expansion. It remains a top contender in the current meta thanks to its straightforward game plan and solid matchups against other tier 1 decks — OP13-079-imu and OP13-002-portgasdace. While its matchup against Imu is generally even, Zoro holds a slight edge over Ace, making it one of the most balanced and reliable decks in top-level play. Despite its predictable lines of play, it continues to serve as the ideal skill-check deck that punishes unprepared players.

This particular list went undefeated with a standard build while featuring a valuable tech choice in OP13-028-shanks. The card helps secure the OP13-002-portgasdace matchup by providing a powerful boss unit to contest board presence, all while allowing OP12-020-roronoa-zoro to maintain 10 DON!! for consistent damage pressure.

---------------

Green Jewelry Bonney

Featured Decklist Placement: 5v5(7-2); Placement: 1st Place - KTBCS(210) (Yamashi)

Favored Matchups: OP13-002-portgasdace, OP12-020-roronoa-zoro, OP13-003-goldroger

Unfavored Matchups: OP13-079-imu, OP11-040-monkeydluffy

OP07-019-jewelry-bonney is a great pick for players looking to counter OP13-002-portgasdace and OP12-020-roronoa-zoro. When built correctly, Bonney’s blocker-heavy playstyle and strong defensive tools match up perfectly against these two decks. However, it struggles significantly against OP13-079-imu, as Bonney naturally has a tough time dealing with black decks.

If you prefer not to play a tier 1 deck and want to avoid constant mirror matches, this standard OP07-019-jewelry-bonney list — featuring boss units to lock down the OP13-002-portgasdace and OP12-020-roronoa-zoro matchups — remains a reliable and competitive choice.

-------------

Red Purple Gol D. Roger

Featured Decklist Placement: ShopEvent(6-0); Placement: 1st Place - Tatsuya Cup (Sanosuke)

Favored Matchups: OP13-079-imu, OP11-040-monkeydluffy

Unfavored Matchups: OP13-002-portgasdace, OP12-020-roronoa-zoro, OP13-004-sabo

If you want to play boss units ahead of curve, OP13-003-goldroger is the perfect deck to try in the OP13 meta. With its straightforward ramp-focused game plan and strong matchup against OP13-079-imu, it has earned solid tournament representation and consistent results. This is the kind of deck that can snowball quickly and overwhelm opponents when it curves perfectly.

Although it took some time for the deck to gain recognition, the addition of P-107-goldroger as a tech option — now considered a core piece — has made it far more viable overall, as this particular decklist demonstrates. Once P-107-goldroger is played, your leader reaches 9000 power — a threshold that not only Imu decks but nearly every deck in the current format struggles to break through.

-------

Blue Purple Monkey D. Luffy

Featured Decklist Placement: 3v3(7-2); Placement: 1st Place - KTB CS (Moririn)

Favored Matchups: OP13-002-portgasdace, OP07-019-jewelry-bonney

Unfavored Matchups: OP12-020-roronoa-zoro, OP13-004-sabo

Once the best deck in the pre-ban OP12 format, OP11-040-monkeydluffy has made a comeback after a series of heavy nerfs. Thanks to the newly released P-107-goldroger, it now has the boost needed to regain viability in the OP13 meta.

If you want to give it a try, check out this decklist — a championship-winning build from a recent 3v3 tournament with a 7-2 record. It runs 4x P-107-goldroger, allowing OP11-040-monkeydluffy to power up from 6000 to 8000, making it more resilient and threatening than ever before.

--------

Red Black Sabo

Featured Decklist Placement: 3v3; Placement: 1st Place - WaiwaiCS(105) (Kyaredo)

Favored Matchups: OP13-003-goldroger, OP11-040-monkeydluffy

Unfavored Matchups: OP13-079-imu, OP12-020-roronoa-zoro

OP13-004-sabo is the perfect embodiment of a tier 2 deck in the OP13 meta. It can win against most decks but struggles against the top three — OP13-079-imu, OP13-002-portgasdace, and OP12-020-roronoa-zoro. However, with the right build and proper lines of play, OP13-004-sabo can still go toe-to-toe with these tier 1 decks, thanks to its solid and flexible playstyle that adapts well to different matchups.

This particular list placed 1st in a recent 3v3 tournament, featuring interesting tech choices like OP04-083-sabo to make the OP13-079-imu matchup more manageable and OP09-118-goldroger to punish blocker-heavy decks. If you’re a fan of Sabo, this is definitely a deck worth trying.

--------

Purple Monkey D. Luffy

Featured Decklist Placement:  FS(5-0); Placement: 1st Place - Game Shop Rirai (Haruka)

Favored Matchups: OP13-079-imu, OP11-040-monkeydluffy, OP13-003-goldroger

Unfavored Matchups: OP13-002-portgasdace, OP12-020-roronoa-zoro

The oldest leader on this list, OP05-060-monkeydluffy, continues to prove itself as a top contender in the OP13 meta. This deck hard-counters strategies that aim to reach 9 or more DON!! on the field — such as OP11-040-monkeydluffy, OP13-003-goldroger, and most importantly OP13-079-imu — thanks to OP02-085-magellan, an excellent meta call that dominates these matchups.

The showcased list of this new and improved OP05-060-monkeydluffy build features a seamless mix of old and new cards designed to take on meta decks head-on. Key inclusions like ST05-011-douglas-bullet and OP13-066-silvers-rayleigh help it handle blocker-heavy decks such as OP07-019-jewelry-bonney and OP13-079-imu.

-----

Green Purple Lim

Featured Decklist Placement: FS(4-0); Placement: 1st Place - Block 101 (KuyaMoPed)

Favored Matchups: OP13-079-imu

Unfavored Matchups: Almost all other Decks in this Tier List

You could call OP09-022-lim a true silver bullet against OP13-079-imu, as this deck can easily claim victory with the right build and proper piloting. It ramps efficiently and can drop boss units like OP06-118-roronoa-zoro a turn earlier, making it difficult to stop. However, OP09-022-lim struggles against most other decks due to its peculiar lines of play, which is why many players shy away from using it. Still, if you’re confident in your skill to pilot it, try out the showcased list by KuyaMoPed — the build that claimed a championship in a flagship tournament in OP13 format.

------

Green Blue Roronoa Zoro & Sanji

Featured Decklist Placement: StorePrelims(4-0); Placement: 1st Place - Chitose (Taruto)

Favored Matchups: OP13-079-imu, OP12-020-roronoa-zoro, OP11-040-monkeydluffy

Unfavored Matchups: OP13-002-portgasdace, OP07-019-jewelry-bonney

The only starter deck leader on this list, ST12-001-roronoa-zoro-sanji earns its spot thanks to favorable matchups against OP13-079-imu and OP12-020-roronoa-zoro. However, its high skill ceiling makes it tough to pilot, as it can still lose to most decks in the meta — even random ones. Due to its unusual playstyle, few players have refined its builds, and no standard list exists yet. If you want to give it a try, check out Taruto’s tournament-winning list from the OP13 meta.

Here’s another list that highlights the newly released OP13 cards, as ST12-001-roronoa-zoro-sanji continues to receive strong support from recent sets. This build focuses on low-cost, efficient units, using EB02-026-nefeltari-vivi for hand refills and OP13-118-monkeydluffy as its main heavy hitter. It’s backed by great OP13 cards like OP13-037-roronoa-zoro for pressure, OP13-023-uta for board control, and OP13-054-yamato for extra draw power. With its balanced lineup and solid tempo game, this version is also worth considering.

------

Red Silvers Rayleigh

Featured Decklist Placement: 3v3; Placement: 1st Place - Bandai OPFest (Genius)

Favored Matchups: OP12-020-roronoa-zoro

Unfavored Matchups: OP13-079-imu, OP13-002-portgasdace

Once a strong contender, OP12-001-silvers-rayleigh has fallen significantly in the tier list due to its poor matchups against OP13-079-imu and OP13-002-portgasdace. Despite this decline, its aggressive yet calculated go-wide playstyle still gives it a favorable matchup against OP12-020-roronoa-zoro and a fighting chance against most decks in the OP13 meta. For Rayleigh fans, this featured standard list — which took first place in a 3v3 event at Bandai Fest — proves the old man can still punch above his tier.

---------------

Yellow Jewelry Bonney

Featured Decklist Placement: FlagShip; Placement: 1st Place - JT Game Store (Jackson Ng Sun)

Favored Matchups: N/A

Unfavored Matchups: OP13-079-imu, OP13-002-portgasdace, OP12-020-roronoa-zoro

The most aggressive leader in OP13 is OP13-100-jewelry-bonney. Though it boasts an oppressive playstyle thanks to its innate attacking power with OP13-110-stussy’s go-wide effect and OP13-108-jewelry-bonney’s burn ability, it still struggles against all tier 1 decks in the meta. However, if you’re looking for a fun and fast-paced deck, consider trying this list by Jackson Ng Sun, which took home the championship in a flagship tournament.

---------------

Black Marshall D. Teach

Featured Decklist Placement: Flagship event; Placement: 1st Place - Batoloco (Takeru)

Favored Matchups: OP11-040-monkeydluffy, OP13-003-goldroger, OP07-019-jewelry-bonney

Unfavored Matchups: OP13-079-imu, OP13-002-portgasdace

OP09-081-marshalldteach builds have been greatly affected by OP13-079-imu’s presence in the meta. Once a removal-heavy archetype, it was forced to adapt and find a more stable footing in the OP13 environment as a board-centric deck that focuses on developing resilient, high-powered units to contest board presence. Although it still has a rough matchup against OP13-079-imu, it can go blow-for-blow with OP13-002-portgasdace and OP12-020-roronoa-zoro in terms of raw power. This specific list by Takeru runs OP09-097-black-vortex to slightly favor the Zoro matchup — making this OP09-081-marshalldteach deck a highly recommended pick if you enjoy a board-focused approach.

----------

Green Purple Monkey D. Luffy

Featured Decklist Placement: StorePrelims(5-0); Placement: 1st Place - Cardshop (Untako)

Favored Matchups: N/A

Unfavored Matchups: N/A

One of the top contenders in the OP12 meta, EB02-010-monkeydluffy remains a solid deck but has seen limited success in the OP13 format. Despite gaining several new cards worth exploring, it has yet to reclaim its higher-tier status. If you want to test it for yourself, check out this list featuring the new OP13-118-monkeydluffy, a unit with the [Double Attack] keyword. However, we believe the card that could truly make this deck competitive again is still on the way — P-111-nico-robin, which may finally provide the key tool it needs to rise back up in the meta.

-------------

Red Green Monkey D. Luffy

Featured Decklist Placement: StorePrelims(5-0); Placement: 1st Place - Cardshop (doramusuko_OP)

Favored Matchups: N/A

Unfavored Matchups: N/A

A defensive leader, OP13-001-monkeydluffy has a large pool of support cards, but with no established standard list yet, it’s still too early to determine which top-tier decks it has favorable or unfavorable matchups against. However, the upcoming P-111-nico-robin might be the key card this leader needs to finally secure its place in the OP13 meta tier list. If you still want to try and gauge whether this deck suits your playstyle, check out the showcased list by doramusuko_OP, which went undefeated in a store tournament.
